The methyl group of toluene has hydrogens that are readily removed and replaced by oxygen atoms from an oxidizinng agent. The addition of a second and third oxygen atom from that same ( or an additional - ) oxidizing agent, with a subsequent elimination of water, yields benzoic acid.
The oxidation proceeds fro toluene to a benzyl alcohol species, then to benzaldehyde, then to the addition of water across the C=O double bond of benzaldehyde, and loss of an OH group.
Depending on how the oxidation is done, the mechanism may take plaace along different lines.
