When babies are born movement is generally result of reflexes.
Reflexes are automatic responses to environmental stimuli.
It's a reflex because baby didn't have to think regarding shivering which occurred automatically.
As brains of babies develop reflexive behaviors starts to subside and motor development increases.
An older baby cover himself/herself with blanket if cold.
Motor development shall allow baby to reach out for blanket.
Gross motor development occurs before finesse motor development.
