explain the necessity to keep the voters list updated

voters list should always be updated.if not there found be chances to cheat in elections.if a person has expired his name should be removed from the voter list, if not someone others could use his vote and if a person has gained 18 years he should enroll his name in voters list to use his vote .hence always voters list should be updated for better future
