Solids conduct electricity but all solids can't conduct electricity. Conduction of electricity of a material is due to its valence electrons. Valence electrons are loosely bound in their outermost shell when the electric field is applied through that materials they start moving in the effect of the electric field, in this way a substance conduct electricity. Bandgap energy of a substance also decides the conductivity of the substance.
