The Tyger

Through the last two lines of the first stanza, 'what immortal hand or eye could frame thy fearful symmetry?', the poet is describing the power of God.

He is saying that the power of the immortal Almighty is great by creating a majestic and beautiful creature that is both symmetrical as well as terrifying.

He says that the immortal power who created this creature is as fearful as the creature itself because it was provided with free will of everything. Therefore, the one who created the creature himself would be having a free will that would be used to check whether something is right or wrong.
