1,2- and 1,3-Dichlorobenzenes are polar molecules while 1,4-dichlorobenzene is not since 1,4-isomer is symmetric. The polarity (measured by dipole moment) of either 1,2- and 1,3-isomers of dichlorobenzene is not high compared to water, ammonia or DMSO, but they are certainly polar molecules.
