French had many policies one of them is that failing policy...In this policy french elites failed the students in finalyear of a session...frm the thousands of children only 10children were passed by french elities in mid 20th century...this was doing because the colons have fear that if they become educated then take the place of their work.....and some elites have fear that if they become educated then a feeling of nationalism will come in vietnam people bcz of which frenh gov. only educate them some subject like hygiene, environment and give them western and french style education to adopt western fashion.
