• 59 % in Belgium were Dutch speakers
• 40% were french speakers
• 1% german speakers

• While in the capital city Brussels 80% were french and 20% were dutch
• French speakers even though in minority were relatively rich and powerful

Belgium amended their constitution 4 times to come up with a good plan.

Finally They made the following arrangements

• In the central government There will be equal no. of French and Dutch speaking ministers
• In the state government too there would be equal representatives from Dutch and French
• They also made a community government for each language speaking community which looked after marriages, succession etc
