In dec 1929, congress held it annual session at Lahore. in it the Congress declared 'poorna swaraj'(complete independence) as it unlimited goal - it asked all congress men and nationalis to resign from legislatures and not participate in coming elections. it was decided that 26 Jan on every year will be observed as Independence Day.
