Acc to article 74 “ there shall be a COM headed by PM to aid and advise the president who shall exercise his functions in accordance with such advice”
He has wide powers which are given below

Power if the President
The powers of the President are discussed under the following heads.
Legislative powers :-
The president can summon and in all the session of the Parliament . He has the power to dissolve the Lok Sabha. At the beginning of the first session of each year , the President addresses the Parliament. When Parliament is not in session, the president can issue ordinances , which have the force of law . Any Bill passed by the Parliament can become law only after the President has signed it. If the law of houses disagree in a bill, the president may call a joint session to solve the problem.
Executive powers :-
The president appoints the Prime Minister and the centre council of ministers. The president also appoints the governors of the state, the Chief Justice of India, the judge of the supreme court and high court and various other high officials.
Judicial powers :-
The president has the power to grant pardon or reduce the sentence of a person convicted of any offence. He can even change a death sentence .
Financial powers :-
The annual budget is placed before the parliament in the name of the President . No money bill can be introduced in the Parliament unless recommended by the president. In case of any unforeseen expenditure , the president can grant and advanced from the contingency- fund of India .
Military powers :-
The president is the supreme commander of the armed forces of India. He has the power to declare war and conclude peace. He appoints the chief of the Army , Navy and Air force.
Diplomatic powers :-
The president represents India in international forums and send and receive ambassadors. All the international treaties and agreements are conclude in the President's name .
Emergency powers :-
The president has certain Special Powers to deal with emergency situation he can impose emergency :-
● In case of an external aggression or an armed rebellion .
● Of the constitutional machinery of a state break down .
● If there is a treat to the financial stability of the country .
