here sharing of powers means dual polity i.e,government at state level power is different from central level because some major and important powers like railway,finance are under central where as the powers like police,etc are under state level
it is very important because with out dual polity we can't balance all powers and there will be a huge loss in the aspect of development

Power can be shared by different levels of government like Central, State and Local government . This arrangement can be called as vertical power sharing where Central government is powerful than state and local .State is powerful than local and local is subordinate to Central and State which means it does not have as much power as other levels. But all the three levels can work independently .
