Centre was supposed to play the part of supervisory nature and states were supposed to have more federal powers. that is also the reason why there are seperate lists of which decisions should be left to the states and which matters were to be decided upon by the Central Government.

however overtime several amendments have been made in the constitution which ensured that the final power lies with the Central Government.

for example: the issue about farming is a subject that was supposed to be governed by the state government, however using several loopholes that have been created due to frequent amendments and that is also the reason why farmers are protesting on Delhi's border for over 6 months now demanding the central government to repeal the Farm Bills passed by the Centre as agriculture is a state subject and centre should not be making laws on subjects that are actually listed as State subjects.
