Prime minister looks after needs of all states while a chief minister has to look after the development of his state only. ... While President is the constitutional head at the centre who appoints the prime minister, it is the prime minister who has the real executive powers.

PRIME MINISTER is like Chairman & Managing Director of a Company with 75% Equity Holding held by a Trust of 125 Crore people whereas Chief Minister is like one of the Heads of an independent Department located in a geographical area.

PRIME MINISTER OF INDIA is the executive Head of Government while President of Inida is Head of State and titular Head acting on the aid and advice of the Cabinet of which Prime Minister is the Head.

Prime Minister is mandated to be the member of Parliament, either Lok Sabha (peoples house, elected as MP by the People of individual constituency)) or Rajya Sabha (Upper House / Elders House or House of States, indirectly elected by Legislators of State). If PM is not a member on the date of he being elected by Members, he could be so elected within 6 months of his appointment as PM.

Chief Minister is mandated to be the member of Legislative Assembly (peoples house, elected as MLA by the People of individual Constituency). If CM is not a member on the date of he being elected by Members, he could be so elected within 6 months of his appointment as CM.India is a federal republic and each State has been vested with certain powers conferred by the Constitution.
