1)The central government has the sole authority to take decisions regarding the subjects in the union list like defence and banking.
2)Both the Central Government as well as the state government has equal authority in taking decisions regarding the subjects in the concurrent list .However , in case there is a difference in opinion between the two the central government has the authority to take the final decision.
