the parliament can make laws on the 97 items listed in the union list on matters like defence,foreign affairs etc...it is a part of their adminstrative powers
it can also make laws on the concurrent list which are 47 in number and less important like forestry and electricity
lastly the parliament can make laws on the state list if-(67)
1. two or more states feel it is required
2. 2/3rd majority of the members are under the influence the matter is of national interest
3. during a national emergency
