the main problem is that the human resources are not being used by the people.

for eg.- India is a large country and people till now could not utilize all the human resources. But Japan is a small country but we can see that it is very developed. This is actually all because of the Human resources which are utilised by the Japanese people. Thier land are full of buildings and now we can see that they are trying to built underground. They are trying this because Japan's region is an earthquake prone area. so, if they will built underground the the damage will be less.
