The dead and decayed body of animals and plants gets burried under the soil. By taking years those are gathered in layers into the deep soil. And with the heat and pressure of the earth the remainings of the plants and animals gets changed into petroleum and into other fossil fuels. It is a chemical and slow process. It takes thousands of years for the formation of the petroleum.
