Explain the process which enable us to perceive motion in cartoon flim

as we know that video is combination of many still pictures (cartoons) which runs at a fixed speed which we see, we see due to the persistence of vision . this property says that in a running video or what ever we see that. image persist for 1/10th second in our mind.
this phenomenon is also use in real life, in our mobile video recorded, movies etc.
