The Indian Councils Act of 1861 was brought in after the British government (Queen) took over the administration of India from the hands of the East India Company in 1858. The British parliament understood the main causes for the revolt of 1857 (also known as Sepoy mutiny) to lie in the fact the there was no connection between the ruler and the ruled and as a sort of a reactionary policy and also to prevent any further uprising from the common people, passed the Indian Councils Act of 1861
