Answer:

We then turn to our primary focus: why do developing countries tax so little? We begin with factors related to the economic structure of these economies.  Moreover, sociological and cultural factors—such as a weak sense of national identity and a poor norm for compliance—may stifle the collection of tax revenue.

The reason behind why counties in West Texas have a different shape than those in East Texas was due to requirement of the Texas Constitution of 1876

Explanation:

  • In 1876, a revised Texas Constitution ruled that unorganised land could not create new counties in less than 900 square miles long, and the counties would be as square as possible.
  • Many of the former counties boundaries were mostly separated by streams or rivers. However, new counties needed to be at least 900 kilometers wide & spread out as a grid as far as possible.
  • Counties that had already been formed had to be atleast 700 square miles and and none of the parent county could be decreased to less than that specified as minimum.
  • For a county to be between 700-900 square miles, a 2/3rds majority of the Legislature was needed.  Besides, the boundary of a new county must be at east 12 miles from the parent county's county seat .
  • The majority of the new counties were to be situated within three miles from the new county center. In the year 1876, the Texas Legislature formed four new counties in "Panhandle & Lower West Texas" in expectation of prosperity, because of the extension of railway development through the area & have the near square boundary configuration.
  • Land in the "Panhandle Plains", referred to as the "young territory", was split into 54 counties. Thus, the counties of north-west Texas are rectangles & squares
  • In the late 19th century, Texas' larger counties were divided into smaller units as the rate of population increased in the western part of the state. Many counties have been formed from larger former counties, separated into smaller units.
