You want the fuse wire to melt (fuse, duh!) at a certain temperature, which will correlate to the current flowing in the wire.
Because the purpose of a fuse is to open a circuit if the current flow exceeds the rating of the fuse.
It does this by melting and opening the circuit. This need to happen at a low temperature.
Also you want a fuse to have as little added resistance to the circuit as possible. Lead wire offers low resistance
