To express the dominant character it is enough one of the gene pair carries the character irrespective the other member carries the same character or not.

But to express recessive character it is necessary for the character to carry both the genes or alleles

One chracteristics is only found to be expressed in F1 generation of Mendel experiment because dominant character express themselves by covering the recessive character.So recessive character are present as gene but cannit express themselves.As a result phenotypically one character is only expressed.
