The following reasons made Gandhiji agreed for relaunching Civil Disobedience Movement:
(i) Failure of the Second Round Table Conference : In December 1931, Gandhiji went to London for the conference, but the negotiations broke down, and he returned disappointed.
(ii) New cycle of repression : Back in India, Gandiji discovered that the government had begun a new cycle of repression. Khan Abdul Ghaffar Khan and Jawaharlal Nehru were both in jail, the Congress had been declared illegal, and a series of measures had been imposed to prevent meetings, demonstrations and boycotts. With great apprehension, Mahatma Gandhi relaunched the Civil Disobedience Movement.

Gandhiji re-launched the Civil disobedience Movement because
1-After the second round table conference Gandhi came back to India empty handed. The discussions for independent India has been pushed into the background.
2-While he was in London many repressive measures had been taken by the government in India against the Congress. The government prohibited meetings and boycotts.
