First, let's consider the term democracy. Webster's defines democracy as “a : government by the people;especially : rule of the majority

Typically, we think of representative democracy where the people select representatives who then govern.
It is a form of government.
Good governance, on the other hand, is the result of how those in power govern. The decisions they make and how those decisions play out.
Democracy does not ensure good governance any more than communism or dictatorship or monarchy does. There are examples of good governance from all these forms of government and there are examples of poor governance from each as well.
