This answer of mine to another question is relevant here.

Politics is a reflection of the interests of different groups of people. A political party may reflect the view of a wide section of the society. That is good. This is different from governance. We may think that the interest of the political party (or the section of society which it represents) would influence the governance when it is in power. That is not completely true. When two political parties compete, each party wants to win, and that will change its focus.

Let us the take the following example. There are 11 voters in a country (it can be any number but we take 11 for the convenience). We may arrange these voters in the decreasing order of income. 1 is the Richest and 11th is the poorest. Let us take that there are two parties - one is Poor Person’s Party (PPP) and the other is Rich Person’s Party (RPP). When RPP competes with PPP, voters 1, 2, 3.. may vote for RPP and voters 11, 10, 9,.. may vote for PPP. However for RPP or PPP to win they should get not only the votes of their loyal supporters but also people at the middle, that is 5, 6, 7 or 6 specifically. That would mean that the competition would make both RPP and PPP to focus on 6 in shaping their agenda.

To a great extent, the nature of this voter can make a lot of difference. If 6 is poor, he/she wants more populism. If this voter is middle-class, the governance would be much more careful in having a good tax-public services combinations, and reduced corruption. On the other hand poor and rich do not have the incentive to demand good governance and to reduce corruption. In many countries, the median voter is part of the poor and that is an issue. Wherever, the median voter is part of the middle-class, governance would be careful and balanced.

Hence addressing poverty and enabling a major part of the poor to be part of the middle-class (through human development) are important to improve governance.
