Human use the natural resources through technological application and institutional facilitation to make it economically feasible and easily accessible for its use. So, resource development is a inter-dependent process among technology, nature and institutions where human being is the solo operator. Along the side of resource development indiscriminate exploitation needs to be checked and properly planned approach should be adopted.

At every step from national to state to regional planning sustainability aspect should be taken care so that future generation would be in a position to fulfill their needs and necessities. Conservation of resource and equity distribution of resource are now becoming major part of resource development in India.
