Latent heat is required to overcome the forces of attraction between the particles of a substance at a particular temperature so that the substance can change it's state.
The latent heat provides kinetic energy to the particles. This kinetic energy helps them vibrate more strongly and during this they break their force of attraction.
For example, 1 kg of water requires 22.5×10^5 Joules of heat to change to steam at it's boiling point. This heat is used up in overcoming the forces of attraction and thus do not increase the temperature of water.
