This depends on how the political leader raise the demand of any community. It is easier to accomodate demands that are within the constituitional framework and are not at the cost of another community.

Next it depends on how the government reacts to demands of different groups. If some people are willing to to share power demand of the minority community becomes les threatening.But if the govrnment try to suppress the demand the result will be quite opposite.
