In whole science, a particle always searches for the most stable condition or the most stable state so that it can relax.

Now Hund’s Rule, e filling rule, says that the first e- will settle for the most stable state then the next and up till the last which would be least stable. It is very easy to excite the e- at outermost shell rather than the innermost shell. Hence the filling always starts from 1s1 orbital and climbs to further orbitals.
