As regards to significance of the judgement, it clamps down on the arbitary usage of Article 356, lays down further ground rules on how the article should be used and also gives the right to states to question the validity of any such proclamation. 
The ultimate aim of democratic governments is to devolve the democratic process to the lowest level of governance so that decision making can move from representative to direct participation. The more the power lies in local governance, the more it would be beneficial for the society as citizens have direct and easy access to their local body representative and they are more versed with their local issues. Article 356 imposes the President's Rule on the state thereby removing the elected representatives of the government and the state is governed by the Governor (as a representative or the Centre). The article was much abused by the Congress governments when they lost local elections and they would use even a small pretext to dismiss state governments and the states were ruled through the Center. In fact one of first misuse was done by PM Nehru on advice of Indira Gandhi to dismiss the elected Communist government of EMS Namboodiripad in Kerala following some local agitation and violence.
