If I am not mistaken, the question pertains to the 1994 SC judgement in the case of SR Bommai vs Union of India which laid further rules for use of Article 356 of the Indian Constitution regarding proclamation of the Presidents Rule in states. As regards to significance of the judgement, it clamps down on the arbitary usage of Article 356, lays down further ground rules on how the article should be used and also gives the right to states to question the validity of any such proclamation.
The ultimate aim of democratic governments is to devolve the democratic process to the lowest level of governance so that decision making can move from representative to direct participation.
