The Vienna Treaty was signed between Russia,Prussia,Britain and Austria in the presence of Duke Mettrich. The main intention was to recover the lost territories under Napoleon Bonaparte. 
The Bourbon kings who had lost their control over France under Napoleon, were granted back power under this treaty.
To prevent France from expanding, Netherlands was set up to its North, Sardania Piedmont to its south, Russia to its East and Prussia to its west.
The 39 confederated states of Napoleon were left untouched.
The main aim was to bring back conservatism and monarchy which was lost during Napoleon's reign.
