A number of commissions and committees made significant recommendations related to the elementary education in India up to 1947
1. The Wood's Dispatch 1854 - It stated the objectives of education and offered education at all levels including the primary, secondary and higher education. It encouraged mass education.
It emphasized the need to train the teachers and give them good salaries. It suggested that regional and classical languages should be taught in the schools. Scholarships should be given to the deserving candidates.
2. The Hunter Commission 1882 - The Indian Education Commission under the leadership of William Hunter submitted a report about the state of elementary education and suggested the means to improve and extend it.
According to its recommendations the responsibility for the Primary Education was given to the local bodies. The Commission also recommended that the government should give financial assistance for education.
3. Government Resolution on Educational Policy 1913 - It aimed at increasing the number of educational institutions and to divert education towards more practical ends.
