It's treasury was empty as it helped America in fighting a war
their was urgent need of money to run the palace ,courts etc
people were divided on the basis of this only
their were three groups
1) First Estate the clergy people they mainly belonged to church these were very rich and they got all facilities they did not have to pay taxes they were almost like head to others and whatever these people say should be followed by others
2) Second estate or Nobility these people are also given importance they also did not have to pay taxes they were having some limited powers compared to Clergy
3) Third estate or Commoners they were the least group and had to pay all taxes of the state this group include labours, lawyers, educated professionals and working people. the whole state's burden was on them as they had to pay taxes and they were looted very badly by Clergy and nobility groups by paying indulgences and extra taxes though they are treated very badly and are not given importance in the society they got very low wages and had a horrible living condition as their salary used to go in their taxes only.
many did not have proper food to live also
