The village panchayat was an assembly of the elders of different castes and communities, particularly of those people who had hereditary rights over their property. The Muqaddam was the head of the panchayat. Land revenue was the main source of income of the panchayats. Besides this, the panchayats had the power to levy taxes and fines and funds made by common individuals to the financial pool was also one of the main sources of revenue.
