Explain the statement ''hell is empty ...all the devils are here" what is hell and devils reffered to???

Well hell here has the literal sense
When the passengers were aboard the ship Ariel had produced a terrible sea storm and had set the ship on flames ( signify hell fire )and there were such happenings on the ship which were beyond the capability of nature to produce and can only be done by the devils
Also as they were all going to die the devils from hell had come on the ship to tar their souls to hell

simar500: Yaa ...i agree with this answer but dont u think in this hell is reffered to ship where the devils (high dignitaries) are present

Playmaker: Alsoits a royal ship and one which bears the flag of his father's kingdom so it would not be very nice to do so
