The central atom Xe have hybridisation as sp3d2 so it should be octahedral but let us put the rules of VSEPR theory that there should be minimum repulsive force between the bond paired and lone pair electrons.
We know that there is minimum repulsion when the compound is in trans state and the other element while taking equatorial place.
