Rich businessman are the ones who sell ammunitions and weapons to the government whereas semi-criminals are those who does black marketing by selling odd items to the people involved in the war from the wealth captured during the war. In many English countries like Britain, during World War II, the image of businessman profiteer became a great implication of power and influence that actively caused wars for personal interests rather than for profiteering through it only.
