Taylor advocated functional foremanship for achieving ultimate specification. This technique was developed to improve the quality of work as single supervisor may not be an expert in all the aspects of the work. Therefore workers are to be supervised by specialist foreman.

Explanation:

Technique of functional foremanship :  

To improve the quality of supervision of workers ,Taylor developed the idea of functional foremanship. Under this plan the two functions of ‘planning’ and “doing’ or execution are separated in the organisation.

Functional foremanship is the extension of the principles of specialisation. According to this technique,the factory manager is supported by planning incharge and product  incharge and  each one of them are supported by four specialist or foremen.

Under planning incharge four specialist or foremen are :  

Instruction card clerk : Prepare Order sheet for the planning department.

 Route clerk : Draws a plan for routine protection to be executed.

Time and cost card clerk : Decide total time and cost per unit as per plan.

Disciplinarian : Ensures  implementation of rules and regulations.

 

Under production  incharge four specialist or foremen are :  

Gang Boss : Keeps machine and tools available.

Speed Boss : Ensures speed of the work.

Repair Boss : Repairs and maintain machines and keep them ready for production.

Inspector : Ensures the quality control of the finished goods.

 

Concept of mental revolution :  

Scientific management seeks to bring out maximum prosperity for both employers and employees. Therefore it is required that traditionally hostel attitude of employer and employee towards each Other must be replaced by a spirit of mutual understanding and partnership. The employer should contribute their best and the management should distribute a part of profits among the employees. If this happens there will be no agitation and  strikes. Ultimately the well being of the workers will bring maximum prosperity to the business.

Scientific management can be successful only when a fundamental change occurs in the attitude of both the parties (employers and employees).  FW Taylor called this change in the attitude as ‘mental revolution’.
