Explain the technique of 'Functional Foremanship' and the concept of 'Mental Revolution' as enunciated by Taylor.

Technique of functional foremanship :  

To improve the quality of supervision of workers ,Taylor developed the idea of functional foremanship. Under this plan the two functions of ‘planning’ and “doing’ or execution are separated in the organisation.

Functional foremanship is the extension of the principles of specialisation. According to this technique,the factory manager is supported by planning incharge and product  incharge and  each one of them are supported by four specialist or foremen.

Under planning incharge four specialist or foremen are :  

  • Instruction card clerk : Prepare Order sheet for the planning department.
  •  Route clerk : Draws a plan for routine protection to be executed.
  • Time and cost card clerk : Decide total time and cost per unit as per plan.
  • Disciplinarian : Ensures  implementation of rules and regulations.

 

Under production  incharge four specialist or foremen are :  

  • Gang Boss : Keeps machine and tools available.
  • Speed Boss : Ensures speed of the work.
  • Repair Boss : Repairs and maintain machines and keep them ready for production.
  • Inspector : Ensures the quality control of the finished goods.

 

Concept of mental revolution :  

Scientific management seeks to bring out maximum prosperity for both employers and employees. Therefore it is required that traditionally hostel attitude of employer and employee towards each Other must be replaced by a spirit of mutual understanding and partnership. The employer should contribute their best and the management should distribute a part of profits among the employees. If this happens there will be no agitation and  strikes. Ultimately the well being of the workers will bring maximum prosperity to the business.

Scientific management can be successful only when a fundamental change occurs in the attitude of both the parties (employers and employees).  FW Taylor called this change in the attitude as ‘mental revolution’.

Scientific management is a new thinking on management propounded by Frederick Winslow Taylor. Taylor born in 1856 and died in 1915 . In 1903 he published a research paper titled ' Shop management ' and in 1911 his book ' Principles of scientific management ' created ripples in the field of management. He gave 9 techniques of scientific management .

1) Functional Foremanship : In a functional organisation work is divided into many small parts and each part is assigned to an expert .

Taylor has suggested ye division of the work of factory manager into two subdepartment :

1) Production Department

2) Planning department

1) Production Department :

a) Route clerk : This clerk specify the sequence of completing a particular work . He also decides the job to be done for day and where it is to be done .

b) Instruction card clerk : This clerk prepares the instructions cards for the workers and hands them over to the gang boss .

c) Time and cost clerk : This clerk decides as to when a particular work is to be started and finished . It is also decided at the same time at what cost the product will be produced

d) Discipline officer : The discipline officer ensures that every work is being performed in a disciplined manner.

Production Department :

a) Gang boss : A group leader is selected who is known as gang boss. He is expecdted to ensure that both the workers and the machines are fit enough for production and that the arterial required for their use has been made available to them .

b) Speed boss : Ensure that all the workers are performing their Job at the required or expected speed .

c) Speed boss : The main function of repair boss is to keep the machines and tools in working condition.

d) Inspector : He inspects the things produced and compares their quality with the standard prescribed for them and tries to find out the difference .

Mental Revolution

mental revolution calls for a change in the mindset of both employers and workers . As per Taylor , a revolution in mindset of both the employers and workers is required because it will promote feeling of cooperation , and will be beneficial to both the parties .

It refers to the change in attitude of management and workers towards one another from competition to cooperation
