Every leaders who are in power regulates their leadership. If you consider, Mahatma Gandhi , while his movement to Dandi [Dandi March], then every followers of Gandhiji were in the leadership of Gandhiji.
So, the process which regulates by the leader is leadership.

1] He/She must be politically stable.
2] He/she must be a true leadership, i.e., they must establish political stability and peace.
3] His/her aim should be good.
4] He/she should be administrative.
