A proper answer here could take a very long time, by some very smart, wise people. I don’t have the time, and I’m certainly not that wise. However.

At it’s heart, Democracy is the rule of the people. That’s the START of Democracy, but just as Oligarchies start with an elite, and Monarchy starts with a Royal, and Theology starts with a faith, that’s not the end of it.

This is as much the realm of philosophy and governmental science as anything else, because it demands that you define the values of your society, and craft a government to match. In many respects, Democracy is what you get when your society is made up of Democrats. The specifics are just tricks of the light. The West demands transparency for it’s government. Freedom from Corruption. Accountability from it’s leaders, and the ability to remove them if they cannot perform adequately. It demands that anyone can make their voice heard, that anyone can succeed if they strive for it, and that the resources of a society don’t just go to the well connected or those of prestigious bloodlines.

The solution to those demands, turned out to be Democracy. Or a type of it, anyway. Because the rule of the people, each one of them, is what Democracy offers. Of course, there’s all sorts of regulations and specific bits of law and social structure, but these things serve the goal of empowering each person, and giving them the freedom over their own lives.

Of course the argument becomes if the people really have power if the wealthy, or those of a certain race, etc, have the real control, which is where the other regulations are. But ultimately they all attempt to serve the purpose of the people, by providing them with not only implicit power at the voting booth, but implicit power economically, in their day to day lives. A people are not empowered just because they can drop a piece of paper into a box every 4 years. What I think of as Democracy demands more. And as a rule, that’s what really Democratic societies have.

Checks and balances. Elections are the first step in a very long path, before you can call your society Democratic. And ultimately it comes from the dreams of the people the system empowers. If you want Democracy, start with the people, not just the law. I am one of those people. And I will, and must be allowed to speak, so that the law might be made better.
