The sleeping countryside can mean as the countryside is silent and no noise is made. This silence can't be in the morning as morning everyone is awake, maybe the countryside may be silent in the morning if that place is isolated. And the other time where the countryside is sleeping might be night as night is when everyone goes to sleep and no noise or sound is produced.
