"What is the Third Estate" is a political pamphlet written by Abbé Emmanuel Joseph Sieyès, French writer and clergyman in January 1978 before the commencement of the French Revolution.

According to the pamphlet, Sieyès stressed that the third estate representation(common people of France) must be equal to or larger than the First(clergy) and Second Estates(aristocract) combined together. According to him people wished to have their own representatives in the Estates-General and that votes should be taken by heads which meant through a tally of individual deputies and not by orders that is Estates voting in blocs.

The pamphlet reminded the commoners the way they were exploited and mistreated, both by the Government which is not backed by their representative. To sum up the things the Third Estate representatives  helped in following a set of objectives while attending the Estates General.
