I presume turnout has to be explained with reference to democratic elections conducted by the country's election commission. If so, it would be as follows:
Turnout, or more appropriately voter turnout, is in absolute or percentage terms the number or percentage of voters who have actually voted in a particular election as compared to the total number of voters enlisted and, therefore, eligible to vote. Voter turnout can be assessed for a constituency, a district, a state or the country and so on.
