The three categories of Council of Ministers in order of their rank are:
i) The Cabinet Ministers: The Cabinet Ministers hold important portfolios like Home,
Defence, Finance, External Affairs, Railways, etc. The Cabinet Ministers have a right
to attend meetings of the Cabinet. They determine the policy and programme of the
Government.
ii) Ministers of State: They may or may not hold an independent charge of any
portfolio. The Prime Minister may or may not consult them. They do not participate in
the Cabinet meetings.
iii) Deputy Ministers: They assist the Cabinet Ministers and the Council of Ministers.
They take no part in Cabinet deliberations.
