Constitution prescribes tat the number of french and dutch speaking ministers shall be equal in the central govt.
Many powers of central govt are given to state govt of two different regions of country. The state govt is not subordinate to the central govt.
Brussels has a separate govt in which both communities are equally representated.
There is a third type of govt called community govt which is elected by people belonging to one language community - dutch , french, german speaking. This govt has the power regarding cultural, educational and language related issues.
