the three elements are -

Constitution prescribes tat the number of french and dutch speaking ministers shall be equal in the central govt.
Man
y powers of central govt are given to state govt of two different regions of country. The state govt is not subordinate to the central govt.
Brussels has a separate govt  in 
 which both communities are equally representated.
There is a third type of govt called community govt which is elected by people belonging to one language community - dutch , french, german speaking. This govt has the power regarding cultural, educational and language related issues.
