Answer: Land ownership
The Royal Governors let the colonists own land. However, not everybody was allowed to own land. Black people were not allowed to own land. Women were not allowed to own land. Also, unwealthy people were not to own land.
Government
The Colony of Georgia was governed by royal colonists. The colonists were being told what to do by King George the 2nd. So, the colony of Georgia was being governed by representatives of the King.
