don't know exact answer but from my view point, the important factors are :

i) starting of non cooperation and khilafat movement which united hindu and muslim against common enemy ie british.

ii) gandhiji becoming the single uniting force across the country.

iii) bycot of foreign goods strengthend indian industries which can now support political agendas.
