there are two routes of federalism:


when independent countrise come together to form a bigger unit and increase political relations with other countries , its called coming together federation.eg..usa n australia


when a large country decides to duvide its power between states n national gov,its called HOLDING together federation.in this one,states have special powers n centrral gov cant order them to do anything.eg..india n belgium

\textbf{FEDERALISM :} It is system of government in which the power is divided between a central government and the various constituent units of the country. All levels of government are free from other.

◾▫ COMING TOGETHER : In this route, many independent states come together on their own to form a bigger unit.
♦ Mainly done to increase power.
♦ Both State and center government are equally powerful.
♦ Example : USA, Switzerland etc


◾▫ HOLDING TOGETHER : In this, a large country decides to divide it's power between National government and constituent states.
♦ Mainly done to increase governing efficiency.
♦ Center government is often more powerful than state government.
♦ Example : India, Belgium etc.
