the concentration of cell sap is higher inside the root hair than in the soil. But in the cell sap concentration of minerals is more than water. So concentration of water inside root hair is lower than water in the soil. The cell wall of root hair is fully permeable but its cell membrane is semi permeable.
We know that osmosis refers to the movement of water molecules from higher concentration to lower concentration to a semi-permeable membrane.
So as the concentration of water inside the root hair is lower, water passes through the semi permeable cell membrane by osmosis.
The concentration of minerals in a root hair is higher than that in the soil. And when water gets through root hair, it creates a flow of energy which helps mineral molecules to go along with it. This process is called active transport.

So I conclude that water enter root hair by osmosis and minerals enter root hair by active transport.
